Abstract:
The exclusive economic zone is an area beyond and adjacent to the territorial sea, subject to the specific legal regime established in this Part, under which the rights and jurisdiction of the coastal State and the rights and freedoms of other States are governed by the relevant provisions of this Convention. An exclusive economic zone, as prescribed by the 1982 United Nations Convention on the Law of the Sea, is an area of the sea in which a sovereign state has exclusive rights regarding the exploration and use of marine resources, including energy production from water and wind.It stretches from the outer limit of the territorial sea (22.224 Km or 12 NM from the baseline) out to a maximum of 370.4 Km (or 200 nautical miles) from the coast of the state in question. It is also referred to as a maritime continental margin and, in colloquial usage, may include the continental shelf. The term does not include either the territorial sea or the continental shelf beyond the 200 nautical mile limit. The difference between the territorial sea and the exclusive economic zone is that the first confers full sovereignty over the waters, whereas the second is merely a "sovereign right" which refers to the coastal state's rights below the surface of the sea. Exclusive economic zone
13. (1) The exclusive economic zone of the State is that portion of the sea that lies between the outer limit of the territorial sea and the outer limit of the exclusive economic zone.
(2) The Government may by order prescribe the line of delimitation of a part of the exclusive economic zone of the State in accordance with article 74 of the Convention.
(3) The Maritime Jurisdiction (Boundaries of Exclusive Economic Zone) Order 2014 ( S.I. No. 86 of 2014 ) shall continue in operation and have effect on and after the commencement of paragraph (b) of section 4 as if made under this section, and may be amended or revoked accordingly.
(4) In this section “outer limit of the exclusive economic zone” means—
(a) the line every point of which is at a distance of 200 nautical miles from the nearest point of the baseline,
(b) in relation to a part of the exclusive economic zone to which an order under subsection (2) for the time being applies, the line of delimitation prescribed by that order, or
(c) in relation to a part of the exclusive economic zone to which the Order referred to in subsection (3) for the time being applies, the boundaries of the exclusive economic zone of the State described in articles 2 and 3 of that Order.

Length of time series United Nations Convention on the Law of the Sea (UNCLOS) was adopted at Montego Bay, Jamaica, in 1982 at the conclusion of nine years of negotiations. The Convention, which contains 320 articles and nine annexes, deals comprehensively with all issues relating to the use of the world’s seas and oceans and has been described as the ‘Constitution of the Oceans’. Ireland ratified the Convention on 21 June 1996.
UNCLOS sets out the rights and duties of states in different maritime zones (such as the territorial sea, the continental shelf, the exclusive economic zone and the high seas), regulates marine scientific research and exploitation of living and non-living natural resources, and makes extensive provision for protection of the marine environment. UNCLOS established the International Seabed Authority to regulate certain activities on the seabed of the deep ocean beyond the limits of national jurisdiction, and the International Tribunal for the Law of the Sea to determine legal disputes between states. It also established the Commission on the Limits of the Continental Shelf to examine scientific data gathered by states seeking to extend their continental shelves beyond 200 nautical miles and to make recommendations on where their outer limits should be established.
In Ireland, the Minister for Foreign Affairs has primary responsibility for establishing the State's international boundaries, including its maritime boundaries. Provision in domestic law for the various maritime zones and boundaries is currently made in Part 3 of the Sea Fisheries and Maritime Jurisdiction Act 2006 (which replaced the Maritime Jurisdiction Act 1959), and the 1968 Continental Shelf Act. 2. The boundary of the exclusive economic zone of the State in the Irish Sea and the Celtic Sea is formed by a series of geodesic lines connecting the following points defined by co-ordinates of latitude and longitude on the World Geodetic System 1984 datum (WGS 1984), in the sequence given below:
